At the MEC event that recently took place, it was announced that you can now introduce Windows Server 2022 domain controllers if you are using the latest Cumulative Updates for Exchange 2013 and Exchange 2016.

Below is a snippet from the supportability matrix on the Microsoft website that outlines this:

One thing to bring to your attention is that this does not mean you can install Exchange 2013 or Exchange 2016 on Windows Server 2022 as it is not supported. Only Exchange 2019 from CU12 supports this as per the snippet below:
